Can't connect to MySQL server on 'localhost' ¹

时常在访问MT后台的时候出现：
Can't connect to MySQL server on 'localhost' (10055) ( 2003 )

服务器上还装了discuz/supersite，邮件提示说：
Can't connect to MySQL server on 'localhost' (10048) ( 2003 )

是什么原因呢？
为什么提示的结果不一样？
怎么解决涅？
